Police, Waste of space ? 14 year old girl ault by 2 men?

My daughter aged 14 was dragged around our local park by 2 asian men 30/40 years of age. They dragged her over a pram with a baby in it, tipping it over and ripped both sleeves off her coat, grazed her knees. They were beating on a 11 year old boy who accidently bumped into a girl who was with the asians. The police said no one is going to visit us as its not high enough priority. Do you think Greater Mcr Police suck or what. If the baby had fell out of the pram and been badly hurt would they have come to us or if it was 2 white men beating on an asian 14 year old would they ? I think we all know the answer, but I'm curious for your views. Thanks
