Why have some groups of humans advanced more than others?

Like there are still groups of cannabuls in the forests of papua New Ginuea and places like that...why have they remained as they are, living off the land whilst the Europeans etc have grown so much more advanced? Is it a matter of intellect? Or difference in cultural values or beliefs? Or even geographical location or access to resources? What is it?
