Is there a real democracy exist in India?

There were more than 50% population in India can’t use their right to elect from 1947 & from those who go to elect more than 65% were illiterate & 70% were uneducated. More than 80% don’t know the meaning of nation or nationality after 63 years of independent. How would we think about real democracy.
