Will an upscaling DVD player always have a delay between video and audio?

Usually if your HDTV is hooked up to the DVD player via HDMI cables you will not have that problem, a lot of the times its how you have the player hooked up to the TV different types of connections have different speeds and ability to sync usually og RCA is the least desirable digital Tos link and HDMI is the best and most accurate as far as sync is concerned... I have never had a problem with latency using HDMI it has only occurred using RCA og cables and a digital connection at the same time...the problem could be in the different ways that you have the two DVD players hooked up to the TV....if one is og and the other video-digital and sound og there is your answer, your DVD players must be connected exactly the same to the same TV to understand if its the DVD player or the TV or the type of connection.
